Bulky Waste Collection Review
Client:
The London Borough of Tower Hamlets
Project:
The London Borough of Tower Hamlets had identified that the annual disposal cost for bulky waste accounted for a significant portion of the total waste disposal costs and that there was a potential for the service to make a high contribution to the council NI 192. The council was also having on-going discussion with the registered social landlords (RSLs) in LBTH regarding how the service operates on their estates to meet the needs of their residents. LBTH commissioned LRS to look at these areas and to produce recommendations on how the services could be delivered more effectively in the borough.
Solution:
LRS undertook a field work assessment of the bulky waste collection service to determine the type and quality of items collected through the service and the crews’ efficiency. A workshop was delivered run with the RSLs to understand their experiences of the service and how they would improve it. Research was undertaken in to good practise for delivering bulky waste collections, increasing reuse from bulky waste services and reducing fly-tipping. A bench marking exercise was undertaken with other local authorities to identify how they delivered their bulky waste services and what furniture reuse initiatives they operated.
Outcome:
The key findings from this research were provided in a report which summarised:
The average waiting time for residents requesting a collection
The reuse opportunities and the associated estimated disposal cost savings
The potential reduction in fly-tipping of commercial and industrial waste and the estimated cost saving
Recommendations on a charging structure.
